scince gopher tortoises are so endangered, i would hope you wouldnt move it at all, and if you desperately need to, contact fish and wildlife and explain that the tortoise is in danger and ask them to relocate it for you, they will do so in the most advantagous way
i know she probably seems like a pest but you are blessed to have her there
You may need to get official help- in many places it is illegal to touch, move, annoy, etc. them even if they are on your land.
Contact your local game and wildlife group for help and advice.
